The City of Buffalo is built on historic wetland areas, a reality that has posed development challenges and opportunities throughout our history. Many of the solutions that have solved immediate issues have in turn contributed to challenges for future generations. As Buffalo faces the reality of climate change, the lessons, challenges, and opportunities posed by this history are being confronted and utilized to develop a resilient climate refuge future for our City starting from below the ground up.
